Sir,
With reference to Your Excellency's enquiri-
-es respecting the measures to be taken to prohibit the export
of prepared opium from China to Hongkong, we have the honour to
state that we have telegraphed to the Viceroy at Canton to
frame measures for such prohibition to be enforced, and to
bring them to the knowledge of the public by issuing proclama-
tions calling for observance of the same.
As regards restricting the importation of
opium from Turkey, Persia and other countries, the import from
Turkey and Persia which are not Treaty Powers -
can be
regulated by China herself, and we have already communicated
with the Revenue Department on this subject in order that
measures may be taken.
As soon as replies are received on both
these questions we shall communicate officially with Your
Excellency. In the meantime we have the honour to make this
preliminary reply, and we avail etc.,
